Arion, a former council advisor who had been ousted for his integrity, emerged as a beacon of hope. He had seen the corruption firsthand and knew that change could only come from within the hearts of the people. Gathering like-minded individuals, Arion formed the Group of Dissent—a clandestine organization dedicated to uncovering the council’s misdeeds and restoring justice to Volshun.

The dissenters met in hidden locations—abandoned warehouses, secluded glades, and secret chambers beneath the city. They shared information, coordinated their efforts, and slowly built a network of allies.
